Certifying Patients:

Physicians, Nurse Practitioners, and Physician Assistants seeking to register with the NYSDOH to certify patients for medical marijuana MUST complete a two-hour or four-hour Department-approved course on the medical use of marijuana.

The new four-hour course contains all of the content of the new two-hour course PLUS the detailed and practical rules and regulations of the New York State Medical Marijuana Program. A practitioner wishing to certify patients may purchase the four-hour course instead and be equally eligible to register with the NYSDOH.

Working in Dispensing Facilities:

Pharmacists, physicians, nurse practitioners and physician assistants working in dispensing facilities MUST take the four-hour course before they may counsel or supervise another employee who may counsel certified patients and designated caregivers on the use, administration, and risks associated with approved medical marijuana products.

Any healthcare professionals interested in learning more about medical marijuana are also eligible to enroll and take the course.

The Medical Use of Marijuana Course offering consists of the following content: Understanding the endocannabinoid system, pharmacology, contraindications, side effects, adverse reactions, overdose prevention, drug interactions, routes of administration, risks and benefits, warnings and precautions, abuse and dependence, and cannabinoid hyperemesis syndrome.

After registering, you will receive an email with an activation link (please check your spam, clutter, or junk folders if you don’t immediately see the activation email). Click the link to activate your account. After registering and activating your account, you may purchase the course. Once you have purchased the course, begin studying by clicking the "Study Now" tab and selecting the "New York State Practitioner Education - Medical Use of Marijuana Course" specialty.

Practitioners who have completed the course and who wish to register with NYSDOH to certify patients for medical marijuana must follow the below steps:

  1. Log into the Health Commerce System,
  2. Select “All Applications” from the “My Content” dropdown menu,
  3. Click the “M” tab, find the Medical Marijuana Data Management System (MMDMS) application in the list, and click the green and white “+” icon in the “Add/Remove” column to add the MMDMS application.
  4. After selecting the MMDMS application, practitioners will be prompted to enter information to complete the registration process.

In order for Physician Assistants (PAs) to access the Medical Marijuana Data Management System (MMDMS) to register with the Medical Marijuana Program and issue certifications for medical marijuana to patients, at least one of their registered supervising physicians must provide authorization within MMDMS.
